Retrieve a list of education records for a user.
There is no education.view or education.view_any permission. Listing is authorized by two route checks:

can:viewAny,Education (EducationPolicy::viewAny, which delegates to UserPolicy::viewAny) | the caller holds users.view_all or users.view_limited |
Every role (super_admin, operator, user, user_plus) holds users.view_limited, so in practice any
authenticated user may list another user's education. Writing them takes education.create / education.update /
education.delete (own records) or the _any variants (anyone's).
